The CAMELOT consortium consists of twenty-one (21) partners from eleven (11) EU member states or associated countries (Portugal, Spain, Belgium, France, Greece, United Kingdom, Ireland, Poland, Romania, Bulgaria and Switzerland). The consortium was setup following the Triple Helix concept of University-Industry-Government relationships. With eight (8) industrial partners (EXO, BAES, TRT, VIASAT, NAVAL Group, SIREHNA, TDMS, UAVISION), four (4) research and innovation institutes (UPVLC, CMRE, PIAP, FCIENCIAS.ID) and nine (9) practitioners (law enforcement agencies and governmental bodies - DFI, PT-NAVY, KEMEA, BDI, RBP, PIAP, MAOC, AMW, HMOD), the CAMELOT consortium was setup taking into account three drivers:

Heavy industrial involvement to ensure background work with suitable Technology Readiness Levels, adequate commercial exploitation potential and involvement in standardization that can lead to the adoption of the CAMELOT architecture as an implementation of Multi-Service Multi-Domain Command and Control open architecture;

Diverse end-user involvement to ensure ample coverage of EU external borders, exposure to different border control challenges (e.g. immigration, trafficking) and different operational needs, systems and cultures (e.g. covering essentially land borders or maritime borders);

Capability and availability to commit assets and sensors to tests and demonstrations aimed at validating the CAMELOT concept and technologies.

It is important to highlight that the prosecution of the objectives above will require on the one hand the implementation of tools and frameworks over which the modules will run (as mentioned, there is currently no widely adopted standard meaning CAMELOT will need to carry out targeted development in this area) and on the other hand limited research and development in some modules which currently present a lower TRL but have been considered extremely relevant by end-users.

EXODUS is an enterprise software company specialising in credit risk management, digital transformation services and innovation management. The company designs, and creates software solutions and services in several business and application areas such as business, e-health, e-learning, business, process management, collection, wireless applications. EXODUS is CAMELOT’s coordinator since 2019, being also responsible for the development of the Data Management Analytics (DMA) module and CAMELOT’s mobile application. Moreover, EXO leads the Dissemination and Exploitation and Ethics requirements work packages.

BAE Systems is an international company engaged in the development, delivery and support of advanced defence and aerospace systems. BAE Systems has, via its extensive business portfolio, an immense breadth and depth of expertise and experience in the land, air, sea and metropolitan domains. This experience includes development of advanced platform and electronic systems solutions at a technology, product, platform and system-of-systems level, as well as core skills in knowledge management, systems integration and project management.

Thales SA (TRT)

Thales SA is an industrial partner from France, is a major developer of mission critical information systems, with activities in three core businesses: aerospace (with all major aircraft manufacturers as customers), defence, and security (including ground transportation solutions). TRT is a network of corporate research laboratories of the Thales group that coordinates the research activities at global level. TRT leads Work Package 5 – Mission related modules.

VIASAT SA is an industrial partner from Switzerland, is a global leader in the field of satellite communications that develops and supplies advanced communications products and services that support voice, data, and video communications via satellite networks. VIASAT is responsible for the design and implementation of the project’s Communications and networking architecture and security.

NAVAL SA is an industrial partner from France, formerly known as DCNS SA, is one of the world leaders in naval systems (e.g. information systems for the   maritime   security applications, secured communication network for sharing information between user communities, deployment and command control of fleet of maritime assets, etc.)  and renewable energies. NAVAL is responsible in CAMELOT for leading work package Work Package 4 – Automatic asset tasking and control.

Société d’Ingénieriede Recherches etd’Études en Hydrodynamique Navale (SIREHNA)

SIREHNA SA is an   industrial   partner   from France, is   a   French   contract   research company created in 1986, for maritime industry. The main domains of expertise of SIREHNA are in maritime operations:  modelling and simulation of hydrodynamics, measurement and testing on vessels and prototypes in laboratories and in full scale trials, command and control of systems and embedded systems.  In CAMELOT, SIREHNA is responsible for Tasking integration.

 PIAP is a research institute from Poland, was established in 1965 with the main goal being the transfer of new technologies to the market in the field of industrial automations, instrumentation and measurement systems, robotics, as well as automation and robotisation of manufacturing processes. PIAP is responsible for tasks T2.4, Automatic Tas and T9.1.+

THALES Systèmes de Mission de Défense (TDMS)

THALES is an industrial partner from France, designs, develops and   manufactures   technologically   innovative   systems   and equipment for combat aircraft, UAVs, special-mission aircraft, helicopters and naval platforms, and provides a complete range of through-life support services.  TDMS is responsible for work package Work Package 7 – Sensing and detection modules.

Universitat Politècnica de Valencia (UPVLC)

UPVLC is a research institute from Spain, is a dynamic, innovative public institution, dedicated to research and teaching that participates in CAMELOT through the Distributed Real Time Systems Lab, with large expertise in friendly force tracking systems, distance learning systems, training systems based on virtual and mixed reality, video surveillance systems and systems integration. UPVLC is the project’s technical coordinator, being responsible for the definition of CAMELOT’s architecture, the specification of modules’ interface and the C2 infrastructure and operation control.

Centre for Maritime Research and Experimentation (CMRE), a research institute from Italy, is a part of the NATO Science & Technology Organisation and conducts cutting-edge maritime scientific research and experimentation, ranging from concept development to prototype demonstration at sea. In CAMELOT, CMRE is responsible for Unmanned Underwater Vehicles acoustic LBS.

Cork Institute of Technology Organisation – National Maritime College of Ireland (NMCI)

CIT is a research institute from Ireland, is a partnership between Cork Institute of Technology and the Irish Navy and is one of Ireland’s premier Technical institutes and provides education, training and research in a diverse range of disciplines with a particular reputation for engineering, electronics, nautical studies and the practice of music and art. In CAMELOT, NMCI is responsible for Work Package 9 – Testing and Demonstration.

Ministério da Defesa Nacional–Marinha Portuguesa (PT-NAVY)

Portuguese Navy, is present in CAMELOT through its research centre, the CINAV. Highly involved in the fields of Signal Processing, Decision Support Systems, Mobile Robotics, Maintenance Engineering and Management, Maritime History, Maritime Strategy, and Naval Health, PT-NAVY is responsible in CAMELOT for Data collection campaign.

Kentro Meleton Asfaleias (KEMEA)

KEMEA is the Centre for Security Studies of the Hellenic Ministry of Interior and Administrative Reconstruction, is a think tank on homeland security policies and an established research centre since 2005, aiming to support security policy implementations in Greece at a strategic level. The activity of KEMEA includes research and development in the context of National and European projects and in close cooperation with Border Guard Authorities.  KEMEA is responsible for Work Package 2 – User requirements and architecture.

Institut Po Otbrana – Defence Institute Professor Tsvetan Lazarov (BDI)

BDI is a research   centre   from   Bulgaria, is   the   main   scientific   research, experimental, engineering and expert structure of the Ministry of Defence of the Republic of Bulgaria.  BDI performs nearly all of the Armed Forces’ basic and applied research and technology development. BDI has expertise in a wide range of activities including cyber security, Information Technologies (IT), telecommunications, amongst others.

a LEA from Romania, is the single   authority   responsible   for   border   control   at   all   Romanian   borders   with centralised organisation at national, regional and local level.

Maritime Analysis and Operations Centre-Narcotics (MAOC)

MAOC is an international agency composed by 7 European Union (EU) Member Countries, provides a forum for multi-lateral cooperation to suppress illicit drug trafficking by sea and air. MAOC is staffed by Country Liaison Officers (CLOs) representing the police, customs, military and maritime authorities of the participating European nations.

AMW are search institute from Poland, is a research and development centre for the Polish Navy and other organisations linked to the defence and national security. The fields of research of AMW are perfectly in line with plans for development of the Polish Navy, as well as with the process of technical modernisation of ships, weapons systems and equipment.

Hellenic Ministry of Defence–Hellenic Navy (HMOD)

HMOD is responsible for conducting the necessary naval and aero naval operations in the maritime area of national interest (including constant surveillance, intervention, reaction and Search and Rescue) in order to protect the stability, the integrity and the security of Greece.

FCIENCIAS is a  research  institute  from Portugal,  formerly  known  as  Fundação  da Faculdade de Ciências da Universidade de Lisboa FP (FFCUL), develops work in the fields  of  Mathematics,  Statistics  and  Operational  Research,  Physics,  Chemistry  and Biochemistry,  Geology,  Geophysics,  Space,  Astronomy,  Biology,  Computer  Science and  Informatics,  Education  Sciences  and  Philosophy  and History of Sciences. FCIENCIAS.ID is responsible for the Mental workload assessment module.

UAVISION  joined CAMELOT’s consortium in April 2019 in order to leverage its solid experience, and technical knowledge regarding UAVs - including the performance of operational flights for European Maritime Safety Agency.

Managing Director of Centre for European Security Strategies

Reinhard W. Hutter, Technical Director of Centre for European Security Strategies has many years of technical and managerial experience, particularly in the security sector. Before he changed to IABG, where he focused on Operations Research and Command Control and Communications, he worked with the Siemens R&D department in the areas electronics and control systems. He has been managing large scientific organisations and major international projects. His management career steps included project and group management positions, and after being head of department he was eventually promoted to the position of Senior Vice President Information and communication systems and European Security Analyses. Since 1995 he has concentrated on the new security challenges including information operation, critical infrastructure protection and anti-terror strategies and has successfully acquired and implemented several related national and EU projects with focus on methodological approaches including modelling and simulation. He is a recognised expert within his field, both nationally and internationally.

Ethics and Security Manager at TEKEVER Aerospace, Defense & Security

António Brás Monteiro was Managing Partner at his own company, Member of the Board at two companies (both from a group listed on the Lisbon stock exchange); Editor-in-Chief in two magazines and was during two years Liaison Partner at SolvX (a research and security services firm in Brussels and US). Since 2017, he is Security and Ethics Manager at TEKEVER Aerospace, Defense & Security, mainly focused in open-source intelligence and depth research assignments, compliance, security and ethics. António holds a degree in 'Communication Sciences' by the Catholic University of Portugal (UCP) focused on media and cultural studies; and several other courses and certificates from the National Defence Institute (IDN); the Military Academy (AM); Police Sciences and Internal Security Institute (ISCPSI); the Presidency of the Council of Ministers - National Security Office (GNS) and from the UCP post-degree school as well. Recently he completed a counterterrorism intensive course and a crisis management advanced course with the Portuguese Police and a 'Responsible Innovation: Ethics, Safety and Technology' course by the Delft University of Technology.

Associate for the Research and Development Activities of the Center for Security Studies (KEMEA)

Dimitrios Myttas, Army Ret. graduated from the Hellenic Military Academy in 1986 as an Armor officer. During his military carrier he acted as commander and staff-Security officer in positions of responsibility within the Hellenic Armed Forces. In 1995 he was transferred and served until his retirement to Research and Informatics Directorate. He extended his studies in the Hellenic National Defense School for Computer Programmers, in Tactical Intelligence School (AZ, USA) and in the Hellenic Defense War College while he holds several other certificates from the Hellenic Army General Staff (HAGS). In 2006 he received his MSc from the Naval Postgraduate School, (CA, USA) in Modeling, Virtual Environment and Simulation (MOVES). He has overall more than 20 years (since 1995) experience, serving (among others) at the Research & Informatics Directorate/HAGS, as a liaison officer in the Olympic Games Security Division (ATHENS 2004), as a Director at the Department of Information, Communications and New Technologies/Ministry of Defense (MOD) and as Commander at the School of The Research and Informatics Officers/HAGS. His key professional experience includes experience and hands-on in organizing application and infrastructure implementations. He has also participated in tender procedures for Complex Security Systems, including Command & Control and Decision Support Systems He also has five years teaching experience at the Hellenic Military Academy (War Gaming, CAX Director & Planning Manager). Currently he is a research associate at the Center for Security Studies – KEMEA - of the Hellenic Ministry of Interior.
